Georgian Prime Minister Irakli Kobakhidze on Monday said that Georgia had significantly strengthened state institutions and governance in 2025, ensuring greater security, sovereignty, and economic progress in the year ahead.
In his interview with Rustavi 2 TV channel, Kobakhidze stressed that recent developments, particularly since October 4, had demonstrated a markedly higher level of preparedness by the state to manage risks.
“One thing I can say - confirmed by the events of October 4 and giving us greater reassurance - is that, especially based on the processes of the past few months, including changes in the leadership of our law enforcement structures, the state’s level of preparedness to address risks is at a completely different level today compared even to five months ago”, he said.
The Prime Minister explained that this increased readiness was the result of significant changes within law enforcement institutions, including leadership changes at the Ministry of Internal Affairs, the State Security Service, and the Prosecutor’s Office.
“This is thanks, among other things, to changes implemented within law enforcement agencies. There have been leadership changes at the Ministry of Internal Affairs, the State Security Service, and the Prosecutor’s Office. Once again, if we recall October 4, we can see how these processes were managed, first and foremost by the Security Service and the Ministry of Internal Affairs. All of this has confirmed that we have a completely different level of readiness to confront any type of risk”, he noted.
These reforms, Kobakhidze said, had improved both personal and institutional capacities, allowing the state to respond to threats far more effectively than in previous years.
“We have tangible changes at both the personal and institutional levels in all directions, and we can manage any risk much more efficiently and effectively than was the case last year or in previous years. This gives us reassurance, though we must not become complacent and maximum caution is required”, he said.
He also acknowledged that risks remained, noting the presence of powerful external forces that, in his words, were influencing opposition processes inside the country and attempting to fuel division.
“Risks remain. There are external forces - powerful external forces - that are managing opposition processes within the country. They naturally have resources, and they are sowing hatred. However, I want to emphasise that today the state is sovereign and stronger than ever, and the government is stronger and more united than ever”, he noted.
However, the Prime Minister emphasised that despite these challenges, the Georgian state and Government were now better equipped than ever to safeguard national stability.
“There were two main areas where we implemented fundamental changes within the Government team: law enforcement structures and the economic sector. Both of these enable us to ensure our country’s security and economic progress with maximum efficiency. We have created very strong foundations in 2025 so that 2026 will be an even more successful, secure, and progressive year for our country”, he concluded.
