The internationally recognized evaluation center, the Chandler Institute, has published the Good Government Report 2026, which includes the Global Legal and Political Strength Index.
According to the report, the Georgian government scored 68.7% out of 100 in the assessment, ranking 26th globally, 18th in Europe, and first among upper-middle-income countries worldwide.
The report noted that Georgia’s performance in legal and political strength placed it ahead of 18 EU and NATO member and candidate states, including Italy, Latvia, Portugal, Spain, Slovenia, Cyprus, Slovakia, Bulgaria, Malta, Greece, Poland, Romania, Croatia, Albania, Hungary, North Macedonia, Montenegro, and Türkiye.
The index evaluates countries based on five criteria: the rule of law, quality of the judicial system, government transparency, regulatory quality, and policy coherence.
“Effective and consistent laws and public policies are essential for a well-functioning and prosperous country. Laws establish the rules of the game for social and economic activity. A consistent, principled, accessible, and transparent judicial system builds trust among investors and society. Good governments are characterized by strong policy-making processes that are balanced, inclusive, and effective”, the Chandler Institute said.
The assessment draws on thematic research from institutions such as the World Justice Project, the World Economic Forum, the World Bank, the Open Budget Partnership, and TRACE International’s Bribery Risk Matrix project.
