The Chandler Institute of Governance, an internationally recognised non-profit organization, has published its 2026 Good Government Index.
With a score of 60.3 out of 100, Georgia has surpassed the 60% threshold for the second time in its history.
Notably, Georgia achieved its highest-ever scores in both the 2025 and 2026 reports. In the global standings, the country secured a spot among the world’s top 50 nations and ranked in the top three among upper-middle-income economies.
Georgia outperformed seven member states of the European Union and NATO, as well as all EU candidate countries, including Romania, Bulgaria, Hungary, Turkey, Albania, Montenegro, North Macedonia, Ukraine, and Moldova.
Regionally, Georgia leads the Caucasus and Black Sea area, while trailing only the Baltic states within the post-Soviet space. Across Europe, the index's highest positions are held by Norway, Denmark, Finland, and Sweden, whereas Bosnia and Herzegovina, Ukraine, Russia, and Moldova sit toward the bottom of the rankings.
The Good Government Index evaluates governments using 35 indicators grouped into seven categories: leadership and foresight, sound laws and policies, strong institutions, financial stewardship, attractive marketplace, global influence and reputation, and helping people rise.
Georgian Government received particularly strong rankings in the following indicators:
Ethical Leadership – 41st place
Quality of the Judiciary – 33rd place
Quality of Bureaucracy – 25th place
Stable Business Regulations – 20th place
Transparency – 14th place
Attracting Investment – 12th place
The report is based on research and data from the United Nations, the World Bank, the International Monetary Fund, the World Economic Forum, and other internationally recognised institutions and global assessment organisations.
