The European Commission, within the framework of Freedom House’s 2025 report, has released a global assessment of government performance. The index evaluates more than 200 countries and territories, covering the period from 2013 to 2025.
The study measures government functionality on a 12-point scale, focusing on the democratic principle of “the ability of elected officials to govern effectively and accountably, without undue interference.”
According to the 2025 assessment, Georgia scored 7 points, ranking first among EU candidate countries, alongside NATO members Albania, North Macedonia, and Montenegro.
With this score, Georgia outperforms all of its neighbors and ranks fourth among post-Soviet states, following only the Baltic countries. The evaluation also places Georgia on par with Singapore and ahead of two NATO and EU members - Hungary and Turkey.
As for other EU candidate states, Moldova and Ukraine remain at the bottom of the European ranking, listed in the last six together with Russia, Belarus, Bosnia and Herzegovina, and Serbia.
