The World Intellectual Property Organisation (WIPO) has released the Government Effectiveness Index as part of its Global Innovation Report 2025.
According to the 100-point assessment system, Georgia scored 62.5%, ranking 35th worldwide and securing a place among the top twenty performers in Europe.
Georgia outperformed one member of the G7, 16 member states of the European Union and NATO, as well as all EU candidate countries. Among the countries lagging behind Georgia in the government effectiveness ranking are Spain, Cyprus, Croatia, Latvia, Italy, Poland, Malta, Hungary, Albania, Montenegro, Slovakia, Greece, Bulgaria, North Macedonia, Romania, Turkey, and others.
The Government Effectiveness Index is based on the World Bank’s Worldwide Governance Indicators. According to the official explanation, it reflects “the quality of public services, the quality of the civil service and its independence from political pressures, the quality of policy formulation and implementation, and the credibility of the government’s commitment to such policies”.
