The European Commission has released the 2024 edition of the Worldwide Governance Indicators, which assesses the quality of governance in 213 countries and territories. According to the report, the Georgian Government effectiveness score reached a new historic high of 77.8% - measured on a 100-point scale -, placing the country among the world’s top 50.
With this result, Georgia outperforms all EU candidate countries, as well as 16 EU and NATO member states, including Italy, Spain, Croatia, Latvia, Cyprus, Malta, Hungary, Greece, Slovakia, Poland, Romania, Bulgaria, Turkey, Albania, North Macedonia, and Montenegro.
The study highlights Georgia’s long-term progress in government effectiveness, ranking the country among the top three global reform leaders of the 21st century. Since 2000, government effectiveness scores have improved the most in Rwanda (+55.8 percentage points), Albania (+40.7), and Georgia (+39).
On an annual basis, Georgia recorded a 5.2-point increase in government effectiveness in just one year, making it the third-fastest improving country in Europe.
The report emphasises that good governance is essential for development, as it drives economic growth, builds human capital, and strengthens social cohesion. The indicators are designed to help researchers and analysts assess broad trends in governance perceptions across countries and over time.
The research compiles data from over 30 think tanks, international organisations, NGOs, and private firms worldwide, selected according to three main criteria: reliability of the source, cross-country comparability of data, and regular updates. The data reflect the views of multiple stakeholders globally, including tens of thousands of surveyed respondents and experts.
