The European Commission’s 2025 Good Governance Report, featuring the Good Governance Legislation and Policy Index, placed the Georgian Government amongst Europe’s top 20, ranking 18th regionally and 26th globally with a score of 70 percent on a 100 percent evaluation scale.
Georgia surpassed 18 EU and NATO member states, including Italy, Latvia, Portugal, Spain, Slovenia, Cyprus, Slovakia, Bulgaria, Malta, Greece, Poland, Romania, Croatia, Albania, Hungary, North Macedonia, Montenegro, and Turkey, in good governance legislation and policy.
The index evaluates countries based on five key criteria: rule of law, quality of the judiciary, transparency, and regulatory governance.
Georgia achieved notable rankings, placing amongst the top 50 globally for rule of law, 27th for judicial quality, 12th worldwide for transparency, and 29th for regulatory governance.
According to the European Commission, “effective and consistent laws and public policies are essential for a well-functioning and prosperous country. Laws establish the rules of the game for social and economic activities. A consistent, principled, accessible, and transparent justice system fosters investor confidence and public trust. Good governments are characterised by robust policy-making processes that are balanced, inclusive, and effective”.
The report, conducted by the Singapore-based Chandler Institute of Governance, draws on data from reputable sources such as the United Nations, World Bank, International Monetary Fund, World Economic Forum, and other globally recognised assessment organisations.
