The international watchdog Alliance of Democracies has released its 2025 Democracy Perception Index, the world’s largest global survey on perceptions of democracy. This year’s report highlights Georgia as a standout performer in several key areas, especially government transparency.
According to the report, Georgia ranks first in Europe for government transparency. It is also the only European country assessed as being in the “green zone” - meaning public perception of government transparency is predominantly positive.
In terms of overall democracy perception, the leading countries in Europe are Norway, Denmark, and Sweden. Conversely, Ukraine, France, and Serbia received the most negative ratings across the continent.
Significantly, Georgia outperforms more than 10 EU and NATO member states in its overall democracy perception score, including the United Kingdom, France, Spain, Portugal, Italy, and Greece.
Georgia also ranks among the top five countries worldwide where democracy is considered most important by the public.
On matters of national security, Georgia is ranked second globally, behind only Ukraine, in terms of public perception of foreign threats. Furthermore, among all European countries, Georgians show the strongest willingness to defend their sovereignty and independence from foreign interference.
The Democracy Perception Index is based on survey responses from over 111,000 people across 100 countries, making it the most comprehensive global study of how democracy is viewed around the world.
