The European Parliament Research Service has ranked Georgia second in the world for resilience to economic crises in its Normandy 2025 Report, with the country receiving a record-high score of 9.66 out of 10.
According to the report, Norway ranks first globally, followed by Georgia and Saudi Arabia. Among European countries, Switzerland follows Norway and Georgia, while Ukraine ranks last in Europe for economic crisis resilience. Moldova ranks one place below Russia, which in turn ranks below Belarus.
The report also provides a separate assessment of the European Union's 27 member states, concluding that, as a whole, the EU ranks below Venezuela, Guatemala and El Salvador in terms of resilience to economic crises, but slightly ahead of the United Kingdom, which trails Vietnam and Costa Rica.
The global economic crisis resilience ranking is based on data from the World Bank and the International Monetary Fund, analysing selected indicators related to government debt and the financial stability of households and the private sector.
According to the European Commission's description, the European Parliament Research Service's Normandy Report applies a methodology tailored to the European Union's external actions. It assesses the spectrum between full peace and full-scale war by examining factors linked to the key threats identified in the EU's external action strategy, combining geopolitical indicators with economic and social data.
