The Chandler Institute of Governance has published the global ranking of bureaucracy quality as part of its Chandler Good Government Index 2026.
Georgia received a strong assessment, ranking 25th in the world for the quality of its bureaucracy and securing 17th place among European countries.
The global bureaucracy quality ranking is based on two internationally recognized assessments conducted by the United Kingdom-based Economist Intelligence Unit (EIU) and the United States-based Political Risk Services (PRS) Group.
According to the Economist Intelligence Unit’s assessment, the survey evaluates the quality of bureaucracy and its ability to effectively implement public policy. Meanwhile, the Political Risk Services Group's study examines whether the bureaucracy possesses the expertise, strength, and continuity necessary to govern effectively without major policy disruptions or interruptions in public services, even during periods of political change.
Georgia ranks first among post-Soviet countries and outperforms all European Union candidate countries. It also ranks ahead of 18 member states of the European Union, the Schengen Area, and NATO, including Italy, Spain, Portugal, the Czech Republic, Slovakia, Hungary, Poland, Croatia, Estonia, Latvia, Lithuania, Greece, Romania, Bulgaria, Malta, Montenegro, North Macedonia, and Turkey.
