In a significant achievement, Georgia has been ranked among the top 20 countries in Europe in the Heritage Foundation’s Economic Freedom Index 2025. The country has outperformed 13 European Union member states, 16 NATO countries, and all EU candidate nations in the prestigious ranking.
Reacting to the news, Georgian Parliament Speaker Shalva Papuashvili emphasised that “numbers, not distorted perceptions, once again speak volumes for themselves”.
He highlighted that economic freedom was inseparable from a robust justice system, adherence to the rule of law, and effective state institutions.

“Numbers, not distorted perceptions, once again speak volumes for themselves. Economic freedom is impossible without a robust justice system, respect for the rule of law, and effective state institutions. Georgia punches above its weight, getting ahead of many wealthier nations, according to the Heritage Foundation’s Economic Freedom Index”, the Speaker said in a social media message.
The Economic Freedom Index, published annually by the Heritage Foundation, evaluates countries based on factors such as the rule of law, regulatory efficiency, government integrity, and market openness.
